The primary difference between a ratchet binder and a lever binder is the tensioning method. A ratchet binder a ratcheting mechanism instead of leverage to add tension. This is by far the safer option – they store very little kinetic energy in the handle, reducing recoil and snapback-related injuries. They also allow for better control over the tension, as you can make more incremental adjustments, and don’t require a handle lock.
